| Usage: | offset offs_sys ra dec

| Description: | Offsets the telescope by a given amount in right ascension
and declination. See the WHT TCS documentation for further details.

| Arguments: | offs_sys is one of "ARC" or
"TIME".
ra is in units of arcseconds if offs_sys is "ARC"; is in units of seconds if offs_sys is "TIME". dec is always entered in units of arcseconds.

| Examples: | offset ARC 15 10 - offset telescope by 15 arcseconds in right ascension and 10 arcseconds in declination. |
