The key issues of the new scheme are (i) scientific grading of the service proposals and (ii) improving communication with the applicants.
Related to these changes, submission of service proposals will be through WWW forms only, a monthly deadline will come into effect and data will primarily be provided through anonymous ftp. With these changes we hope to provide a more professional service to the community and to make better use of the available telescope time.
