cspeed: set the speed of clearing for the CCD mosaic

Function:

cspeed sets the CCD mosaic to use one of the two clear speeds standard and quick. All subsequent observations use this clear speed until cspeed is run again or the observing system is restarted.

Usage:

   cspeed {standard|quick}

Notes and caveats:

"Standard" speed takes about 35 seconds to clear the WFC mosaic and shows no advantage over "quick" speed. "Quick" speed should normally be used.
