rspeed: set the speed of readout for the CCD mosaic

Function:

rspeed sets the CCD mosaic to use one of two readout speeds. All subsequent observations use this speed until rspeed is run again, CCD binning is requested, or the observing system is restarted.

Usage:

   rspeed {standard|slow}

If binning greater than 1x1 is switched on, the speed falls to binned and stays there. The speed is not restored to its former value if the binning is switched back to 1x1. Use rspeed to get back to the faster speed.
