cspeed: set the speed of clearing for the CCD mosaic

Function:

cspeed sets the CCD mosaic to use one of the three clear speeds standard, quick and flash; flash is selected when the system starts up. All subsequent observations use this clear speed until cspeed is run again or the observing system is restarted.

Usage:

   cspeed {standard|quick|flash}

Notes and caveats:

The flash clear-speed is a special function of the EEV42 CCDs used in the WFC. This speed is the faster and has no known penalties in CCD performance.
